Who We Are & How We Work

About Environmental Management Construction Inc.

EMC is a civil construction and site-development contractor that self-performs and manages complete scopes of work — from clearing and excavation through utilities, grading, concrete and asphalt. We build the groundwork that everything else depends on.

Who We Are

A Site-Work Contractor Built Around Getting the Groundwork Right

Environmental Management Construction Inc. — EMC — is headquartered in West Virginia and provides civil construction and complete site development for commercial, industrial, municipal and private projects throughout our primary operating region of West Virginia, Ohio, Kentucky, Pennsylvania, Virginia and South Carolina. Additional markets are served based on project scope, operational capacity and strategic opportunities.

We handle the work that comes first and matters most: clearing, excavation, underground utilities, grading, drainage, concrete and asphalt. Owners, developers and general contractors bring us in to take responsibility for the ground their projects stand on — whether that means a single utility tie-in or a fully coordinated multi-phase site package.

Because we self-perform or professionally manage every phase, one accountable team carries a project from the first day of mobilization to a clean, documented closeout.

How We Work

Disciplined From Mobilization Through Closeout

The way a job is run shows up in the schedule, the budget and the finished site. These are the practices we bring to every project, large or small.

Safety

Commitment to Safety

Job hazard planning, utility location, trench and excavation protection and daily safety communication come before production on every task.

Quality

Quality-Control Practices

Plan- and spec-compliant work, in-field quality checks, and coordination of compaction and materials testing so the work holds up.

Communication

Project Communication

Proactive updates, responsive answers and photo and written documentation keep owners, GCs and inspectors informed.

Scheduling

Scheduling & Coordination

Detailed planning and sequencing keep our scope — and every trade that follows us — moving. Time is money, and we treat it that way.

Closeout

Site Cleanliness & Closeout

Orderly work areas, erosion controls maintained, restoration completed and punch lists closed out with the documentation to prove it.

Capacity

Large & Small Capability

We scale crews, equipment and management to the work — from a parking-lot repair to a full commercial or municipal development.

Commitment to Safety

Everyone Goes Home the Way They Came

Excavation and utility work carry real hazards, and we plan for them before a bucket touches the ground. Each task starts with a look at the risks — access, utilities, soil conditions, traffic and the public around the site — and the controls that keep people protected.

  • Task-specific job hazard planning
  • Daily safety communication
  • Utility-location procedures
  • Trench & excavation protection
  • Routine equipment inspections
  • Traffic & public protection

The Practices Behind a Finished Site

Quality, Communication, Scheduling & Closeout

Good site work is the sum of many small disciplines done consistently. Here is how those disciplines show up day to day.

Quality-Control Practices

We build to the plans and specifications, verify our own work as we go, and coordinate independent compaction and materials testing where it is required. Getting layout, grade and compaction right the first time avoids rework and protects everything installed above our scope.

Project Communication

We keep owners, general contractors and inspectors informed with proactive updates, quick responses and clear documentation. When field conditions differ from the plans, we raise it early and bring practical options rather than surprises.

Scheduling & Coordination

We plan the sequence of work, coordinate with other trades and inspectors, and staff and equip the job to hold the schedule. Because our scope usually comes first, keeping it on track keeps the whole project on track.

Site Cleanliness & Closeout

We keep work areas orderly, maintain erosion and sediment controls, complete restoration and finish the punch list — then hand over the records that show the job was built correctly.

How We Partner

Working With General Contractors — or Directly for Owners

EMC delivers the same disciplined site work whether we answer to a general contractor or contract directly with the people who own the project.

For GCs & CMs

Working With General Contractors

For general contractors and construction managers we are a dependable site-work and utility contractor. We review plans and specifications, prepare quantity takeoffs, coordinate schedules and submittals, and provide daily and photo documentation. Invite us to bid an individual scope or a complete site package.

For GCs & developers →
For Owners

Working Directly for Owners & Developers

When owners, developers and public agencies contract with us directly, we take single-source responsibility for the site — clearing, excavation, utilities, grading, drainage, concrete and paving — and manage it through to closeout. One accountable partner, one point of contact.

Large & Small Project Capability

No Job Too Large to Plan — or Too Small to Matter

Some contractors chase only the biggest work; others can't scale up when it counts. EMC does both. We bring the equipment and management capacity for multi-phase developments, and the responsiveness to handle a single tie-in, repair or small commercial scope with the same attention.

Large-Scale Delivery

  • Complete site-development packages
  • Multi-phase developments
  • Underground utility installation
  • Municipal & public infrastructure

Small & Responsive

  • Standalone excavation projects
  • Grading, drainage & earthwork
  • Concrete & asphalt scopes
  • Small repairs & tie-ins

Our Commitment

Doing the Job Right — The First Time

Our commitment to every client is straightforward: to deliver the work safely, on schedule and within budget, with exceptional workmanship, proactive communication and minimal disruption to the surrounding site and community.

  • Safely — protecting our crews, our clients and the public on every task, every day.
  • On Schedule — we understand that time is money, for owners, developers and everyone downstream of our scope.
  • Within Budget — realistic planning and efficient execution to deliver value without surprises.
  • Exceptional Workmanship — work built to the plans and specifications, verified and documented.
  • Proactive Communication — early, honest updates and practical solutions when conditions change.
  • Minimal Disruption — orderly, clean operations that respect the site, the schedule and the neighbors.
